Ken Brinkley

Ken Brinkley

President

Ken brings more than 30 years of experience in multifamily development. He began his career with Gene Branscome Investments, where he was directly involved in the design and construction of more than 15,000 multifamily units across several states. He graduated from Texas A&M University in 1983 with a BBA in accounting.

Gary Brinkley

Gary Brinkley

Executive Vice President

Gary brings more than 20 years of experience in the development and construction of multifamily communities across the Southwest. His background spans budget management, project buyout, and contract negotiations at Tribble & Stephens Co. and The Hanover Company. He graduated from Texas A&M in 1986 with a BS in construction science.

Brian Downey

Brian Downey

Director of Field Operations

Brian began his construction career in 2001 and has contributed to the delivery of more than 3,000 tax credit and market-rate multifamily units across Greater Houston. He joined Red Mills in 2023, initially overseeing construction at Artistry Design District, and now leads field operations across all new Red Mills developments.

Pam Rizo

Pam Rizo

Construction Superintendent

Pam Rizo is a construction superintendent with extensive experience leading multifamily projects from site development through final completion. She takes a hands-on, field-focused approach, prioritizing safety, quality, and schedule while keeping teams aligned and accountable. Known for clear communication, strong coordination with subcontractors and stakeholders, and a practical problem-solving style, she helps deliver well-built communities that meet client expectations and long-term performance goals.

Ashley Morris

Ashley Morris

Assistant Superintendent

Ashley is an assistant superintendent with strong field-based experience in multifamily construction. She manages site operations, subcontractor coordination, quality control, and schedule execution, maintaining momentum from foundation through final punch. Known for her practical, direct approach, she builds effective relationships with trade partners, addresses issues before they impact the schedule, and holds crews accountable to project standards. She communicates clearly with subcontractors, owners, and project teams, ensuring safe, well-built, and turnkey units on complex, fast-paced projects.

Chrissy Ward

Chrissy Ward

Director of Finance

Chrissy is a seasoned construction finance professional with more than 28 years of industry experience, specializing in draw administration, project funding, and financial oversight. She has a proven ability to manage and review complex draw requests, track subcontractor and purchase order progress, and ensure timely, accurate fund disbursements across a wide range of construction projects. She partners closely with lenders, contractors, builders, and project stakeholders to maintain financial transparency, uphold budget controls, and keep projects moving efficiently from start to finish. Known for her precision, proactive problem-solving, and dependable communication, Chrissy plays a key role in minimizing risk and supporting successful project delivery.

Kati Ortiz

Kati Ortiz

Finance Specialist

Kati Ortiz brings over six years of dedicated experience in construction operations and project administration. Her expertise spans lien waiver management, data entry, change order administration, and supporting construction draw processes — forming a strong foundation for the smooth execution of complex project workflows. Kati has been instrumental in the implementation and ongoing maintenance of Procore, ensuring her teams have the tools, systems, and workflows needed to operate at peak efficiency. Her hands-on approach to both administrative and operational support makes her a reliable and trusted resource across the projects she serves.
